The Islip Resource Recovery Agency (IRRA) was authorized by the New York State Legislature and established as a body corporate and politic constituting a public benefit corporation and public authority of the State pursuant to the Act.
The IRRA is authorized by the Act to finance, acquire, construct, operate and maintain a solid waste
management resource recovery system in the Town and, in connection therewith, to contract with the
Town for the purpose of receiving, treating and disposing of municipal solid waste (MSW) generated
in the Town. In order to discharge its responsibilities, the IRRA is authorized to acquire
land, hire consultants, plan and implement projects, enter into contracts, sell bonds and notes for
these purposes, and to fix and collect rates, rentals, fees and other charges for the use of its
facilities so as to provide revenues sufficient at all times to pay debt service on all IRRA
indebtedness, to maintain required reserves for such indebtedness and to pay all operating and
maintenance expenses of the IRRA.
